  • Background

    In June 2010, the CPUC adopted Decision 10-06-047 requiring the investor-owned utilities (IOUs) to submit Smart Grid Deployment plans by 2011.

    In June 2011, the IOUs filed deployment plans:

    • PG&E: approximately $800 million to $1.25 billion incremental capital
    • SCE: approximately $1.87 billion through 2014
    • SDG&E: approximately $3.5 to $3.6 billion
  • ORA's Policy Position

    ORA found the IOUs’ deployment plans to be significantly flawed, with no clear role for third-party providers or clear strategy on why specific projects were chosen.
