Energy Storage:
Refinements to Framework and Roadmap


The CPUC established foundational rules and guidelines in earlier proceedings regarding the Energy Storage Framework, the 2014 Procurement Plans, and the Energy Storage Roadmap

On April 2, 2015, the CPUC opened a Rulemaking pursuant to AB 2514, which requires the CPUC to reevaluate the Energy Storage framework based on lessons learned and to further clarify and improve Energy Storage rules. The CPUC will consider unresolved Energy Storage implementation issues from the previous proceeding, including:

  • Evaluation of the Energy Storage framework
  • Efficacy of the solicitation process
  • Flexibility of targets
  • Utility safety standards

On June 12, 2015 the CPUC issued a Ruling to set the scope and schedule of the proceeding and outlining key issue areas to be addressed for Energy Storage:

  • An assessment of best practices and challenges within the procurement process, and any necessary adjustments.
  • Cost recovery methodologies for combined generation and distribution systems.
  • Definition and eligibility rules.
  • The Power Charge Indifference Adjustment mechanism, which enables cost recovery of above-market, stranded costs.
  • Opportunities for to defer/displace transmission and distribution upgrades.
  • Rules for multiple-uses that are subject to CAISO, FERC, and CPUC rules.
  • Refinements to the Consistent Evaluation Tool and valuation methodologies

The CPUC also bifurcated the Energy Storage Refinements proceeding in order to address priority issues within the 2016 storage procurement timeline:


Track 1:  2016 Storage Procurement Guidelines

This Track will assess lessons learned from the 2014 storage procurement and resolve priority issues required to guide 2016 Energy Storage solicitations.


Track 2: Improvements to the Energy Storage Framework 

This Track will consider additional development and refinement of the CPUC’s Energy Storage framework beyond 2016.
