Public Purpose Programs


California Advanced Services Fund (CASF)

In December 2007, the CPUC voted to implement the CASF. The fund subsidizes the building of broadband infrastructure in unserved and underserved areas of California. 


California High Cost Fund-A (CHCF-A)

The California High Cost Fund-A reduces the cost to consumers of basic telephone service in relatively low-density areas served by small, privately-owned telephone carriers where rates may be unaffordable.


LifeLine Program

The Lifeline program provides discounted wireline or wireless service for eligible low-income households.


California Teleconnect Fund (CTF)

The CTF program, funded by a customer surcharge, provides a 50% discount on select communications services (including measured business service lines, T-1, internet access) to schools, libraries, hospitals, and non-profit organizations.
