Annabelle Hopkins

Annabelle Hopkins was appointed Deputy Director of Government Relations in the Public Advocates Office in May 2025.

Annabelle previously served as the Government Relations Manager for RWE Offshore Wind, a global leader in development of offshore wind energy. Prior to that, she worked in the state legislature serving various roles in both the Assembly and Senate. She was Legislative Director in the Office of Assemblymember Jim Wood in the California State Assembly and held multiple positions in the Office of Senator Dave Min in the California State Senate, including Legislative Director and Legislative Aide. She was a Senate Fellow in the Office of Senator Mike McGuire in the California State Senate. Prior to that, she worked in campaign finance and community organization.

Annabelle received a Bachelor of Arts in History and Political Science from the College of Wooster.
