Justin was appointed as the Public Advocates Office's Chief Policy Advisor in 2023. He previously worked on clean energy and climate policy in various roles at the Public Advocates Office and the California Natural Resources Agency.

Prior to joining state government, Justin was a program director at a Washington DC-based nonprofit that supports policies that drive federal investments into innovative clean energy research and technologies. He was also a fellow at the Clean Energy Leadership Institute, an organization dedicated to developing an inclusive community of changemakers to lead an equitable, decarbonized, and resilient energy ecosystem.

Justin earned a Master of Environmental Management degree from Duke University, as well as a Bachelor of Arts degree in Economics and a Bachelor of Science degree in Environmental Science from the University of California, Los Angeles.
